At the start of the daylight saving period (2am Sunday 1 October 2017), move your clocks forward one hour:

Sunday, 1 October 2017, 2:00:00 am clocks are turned forward 1 hour to become
Sunday, 1 October 2017, 3:00:00 am local (Victorian) daylight time instead.

The Liquor Licensing rule is:

1. Adjust the clock per the above, then
2. Look at your liquor licence to determine and comply with trading hours.

Payment of wages:

What does an employer pay a night worker when the clock is put forward one hour from 2 am to 3 am at the commencement of daylight saving?

Salaried employee – paid the normal weeks pay for this week

Casual employee – paid for hours worked as per the employee’s authorised time sheet. Eg, the casual employee works from 8.00pm Saturday night (pre-daylight saving) to 3.30am on Sunday morning (post-daylight saving) with a 0.5 hour unpaid break. The employee is paid 8.00pm to 2.00am less 30 minute break = 5.5 hours plus 2.00am to 3.30am being 1.5 hours less 1hour clock moved forward = 0.5 hours and a total of 6 hours for the shift.

A full-time employee paid on their time sheet for say 7.30pm on Saturday night (pre-daylight saving) to 4.00am on Sunday morning (post-daylight saving) with an unpaid break of 0.5 hours (8 working hours shift). When the clock is put forward one hour, the employee actually works seven hours but is paid for eight hours, unless the employee roster is varied accordingly. A full-time award reliant employee is paid on the basis of a 38 hour week plus any approved overtime.
